Course Description
This course examines best practices for law enforcement leaders in the gathering, assessment and implementation of strategic intelligence. It is critical for law enforcement leaders to have strategic intelligence for planning, decision-making and threat assessment. This intelligence must be comprehensive, relevant for key stakeholders, and gathered ethically. Moreover, it must be interpreted and applied in a cohesive manner that leads to sound implementation of strategy and tactics.

Rationale
Strategic Intelligence is an elective course in the Masters’s program in Criminal Justice at Liberty University. As such, the student in this course will explore the concepts and philosophies involved with strategic intelligence, including a focus on intelligence-led policing. This will allow the student who has been immersed in a Christian worldview to utilize strategic intelligence to make Criminal Justice Administration decisions.
Measurable Learning Outcomes
Upon successful completion of this course, the student will be able to:
- Discuss the role, definition, and concepts of the strategic intelligence process.
- Develop and manage a strategic intelligence apparatus for a law enforcement agency.
- Discuss the methods and techniques related to strategic intelligence gathering, assessment, and implementation.
- Apply strategic intelligence assessments in order to predict trends, weaknesses, capabilities, intentions, and warnings related to criminal activity.
- Utilize information obtained from strategic intelligence assessments to make rational decisions and support the mission of a law enforcement agency.
- Select pertinent information for dissemination throughout law enforcement organizations.
Course Assignment
After reading the Course Syllabus and Student Expectations, the student will complete the related checklist found in the Course Overview.
Discussions are collaborative learning experiences. Therefore, the student is required to provide a thread in response to the provided promptly for each discussion. Each thread must be 500 words and demonstrate course-related knowledge. In addition to the thread, the student is required to reply to 2 other classmates threads. Each reply must be 200 words.
The student will write a 3-page research-based paper in the current APA format that focuses on a Christian perspective relating to strategic intelligence and intelligence-led policing. The paper must include at least three (3) scholarly references in addition to the course textbooks and the Bible.
Biblical Worldview Draft Submission Assignment
The Biblical Worldview Draft Assignment will be checked for originality via the Turnitin plagiarism tool. This assignment will allow students to submit a draft of the final submission and make any necessary edits prior to submitting the final assignment.
The student will write a 5-page research-based paper in the current APA format that focuses on one of the ethical issues related to intelligence-led policing. The assignment must include at least eight (8) references in addition to the course textbooks and the Bible.
Ethical Issues Draft Submission Assignment
Ethical Issues Draft Assignment will be checked for originality via the Turnitin plagiarism tool. This assignment will allow students to submit a draft of the final submission and make any necessary edits prior to submitting the final assignment.
The student will write a 10 – 12-page research-based paper in the current APA format that demonstrates a Strategic Workplan. The assignment must include at least ten (10) references in addition to the course textbooks and the Bible.
Strategic Workplan Draft Submission Assignment
The Strategic Workplan Draft Assignment will be checked for originality via the Turnitin plagiarism tool. This assignment will allow students to submit a draft of the final submission and make any necessary edits prior to submitting the final assignment.
